Short answer: choose Foxy Beach for the clearest penguin viewing from raised boardwalks, and choose Boulders Beach if you want a sheltered beach where swimming and a picnic can be part of the visit. They are close together, but they offer different experiences.

What is Foxy Beach best for?

Foxy Beach is the main penguin-viewing area. The boardwalks protect nesting habitat while giving visitors close views of endangered African penguins. This is the better choice if your priority is photography, learning about the colony, or seeing penguins without spending time on the sand.

The boardwalk route is also the more predictable option when the tide is high. Cape Town Tourism notes that the viewing walkways are wheelchair-friendly, while the beach itself involves sand and granite boulders.

What is Boulders Beach best for?

Boulders Beach is the swimming and picnic side of the visit. Granite rocks shelter small coves, and the False Bay water is generally calmer than the exposed Atlantic side of Cape Town. Penguins sometimes move through the beach area, but they remain wild animals. Never touch, feed, chase or block them.

Beach space changes with the tide. At high tide the sandy area can become narrow, so check the tide and arrive early if swimming or picnicking matters to you. There are no lifeguards, and normal ocean caution still applies.

Do you need separate tickets?

Boulders is managed as part of Table Mountain National Park. Current conservation fees and visitor rules should always be checked on the official SANParks rates page. The gates are cash-free, and locally discounted rates require the appropriate identification. SANParks introduced digital ID verification at Boulders and Cape Point in February 2026.

A practical plan for both areas

Start at the visitor centre and Foxy Beach boardwalks for reliable penguin viewing.
Continue along the coastal path to Boulders Beach if the tide and weather suit swimming.
Allow at least 90 minutes for both, and longer if you want a relaxed beach stop.
Bring sun protection, water, a light wind layer and a bank card.
Keep food secured and give penguins space to choose their own route.
